The Gulf Coast Civic Works Project, as proposed in H.R. 4048, is a national effort to create 100,000 jobs for Gulf Coast residents to rebuild their communities. Workers would receive prevailing wages and have the right to join unions. Communities affected by Hurricanes Katrina and Rita would set reconstruction priorities. H.R. 4048 would rebuild communities and empower workers.
